In order to improve the Certificate of Need (CON) program, we are seeking your written suggestions on the following:

  1. How to adequately address patient quality of care issues as they relate to the State Health Plan
  2. How to improve the CON process- to include changes to the Code of Laws (Title 44, Chapter 7) and Regulation 61-15

The South Carolina Health Plan

The South Carolina Health Plan outlines the need for medical facilities and services in the state. It is used as one of the criteria for reviewing projects under the Certificate of Need program.

The South Carolina Health Plan contains an inventory of facilities and services and utilization data for health care facilities.  It also projects the need for acute care hospitals, psychiatric beds, alcohol and drug abuse treatment facilities, residential care facilities for treatment of children and adolescents, nursing homes, home health agencies, Positron Emission Tomography (PET), rehabilitation beds, cardiac catheterization programs, open heart surgery services and radiation therapy equipment.
