- About the Program
The State Revolving Fund (SRF) program provides low-interest rate loans for building or repair to wastewater and drinking water plants or distribution systems. The program is run by the Department of Health and Environmental Control (DHEC) and the Budget and Control Board (BCB).

Municipalities, counties, and special purpose
districts can apply for an SRF loan. - Show Me The Money
For Fiscal Year 2008 over $100 million is available for wastewater projects and over $39 million for drinking water projects.
